### Officer's Report

An agricultural shed is proposed on the western site of the Starvey Road at Bwoaillieecowle. The building would be set back from the Starvey Road. A new entrance is proposed to the site from the highway close to the property Dreemlang. The access will in part follow an existing field boundary between Fields 657 and 1156.

The new splay would be visible from the highway but the building itself would be largely hidden when viewed from the Starvey Road. It would however be visible from the road connecting Cronk Y Voddy with the Coast Road. The planting proposed may help to soften this impact.

## History

PA 03/1318 Erection of farm dwelling, agricultural shed and access road to replace former dwelling and outbuildings, Bwoaillieecowle. Refused at Review.

The Planning indicated that it may be persuaded to permit an agricultural building if it could be sited away from the ecologically sensitive area identified by DAFF.

Need? 700 head of cattle in ownership Ballavaish - 350 on site plus 100 in the rented shed nearby until his shed is available. ( 350 acres) Mount Murray - 250 head The Wildlife Office is content with the realignment. MNH want an archaeological condition attached and planting should be native species. The Commissioners are concerned about the impact on the area and that the acreage is not sufficient to justify the building.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 3 This approval relates to drawing numbers 03/2109/1A and 03/2109/3 B only.

C 4. The building must be clad in dark green sheeting. C 5 The proposed walling and pillars at the access point off Starvey Road must be constructed in traditionally laid stone which must be rendered, painted or similarly treated.

C 6 Prior to the commencement of works a full schedule of the proposed planting must be submitted to and approved by the Planning Committee. This planting should consist of native species only.

C 7. The proposed sod banking which is to form the boundary of the access road must be in place prior to the building being available for use.

C 8. The Manx Museum and National Trust must be informed of the date when building work is to commence and be given access at all reasonable times, and reasonable opportunity to inspect the site, observe all excavations and investigate any archaeological features exposed.

C 9. The spoil from the construction of the access road must be used to help form the sod banking. No material shall be spread over the grassland habitats idenitified in the Habitat Survey carried out by DAFF in 1993 which includes Field numbers 584, 585, 586 and 656.

N 4. Advice should be sought from the Department of Agriculture, Fisheries and Forestry (Wildlife Division and the Forestry Division).
