### Officer's Report

Access to 'Crag Lea' is off Mourne View via a long driveway. The property does not itself front onto any highway although there is a rough track to the south which provides access to garaging and a number of dwellings which are adjacent to the lane.

In the southern corner of the site, there is a flat roofed garage which it is proposed to alter and convert into a dwelling to be used by an elderly relative in association with the house.

The garage is currently visible from both Mourne View and the track.

The Peel Local Plan 1989 designates the area as 'predominantly residential'.

The development would create a second storey with 2 dormer windows facing down the existing driveway and 3 roof lights to the rear. The garage door would be replaced with a window and porch. There is already direct access of the track although access would still be possible via the existing driveway. Two parking spaces would be created to the north of the dwelling.

Crag Lea occupies a relatively large site and already has a garage. The conversion of the garage would be compatible with the surrounding land uses and would not detract from the area. It will be visible from both the track and Mourne View but it is judged that it will improve the appearance of the existing building.

No information has been provided to suggest that this is to be used as a separate residential dwelling (there is only one red line to identify the site and a separate garden/residential curtilage has not been identified). It is therefore considered that the accommodation should be linked to the main dwelling; certainly having two access options is better than the reliance on the lane option only off the Ramsey Road.

C 3. The accommodation hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as 'Crag Lea'.

N 4. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
