### Officer's Report

The site represents two of the recently completed units and associated parking spaces (5 in number) within the Barley Field, towards the top end, alongside the Business Park.

The units were approved under PA 03/0977. The conditions of approval require, inter alia that the units are used only for light industrial purposes.

Proposed here is the use of the units as a motorcycle showroom and repair business (1500 square feet dedicated to each).

Motorbikes are sold on the Island in a variety of places: Road _ Track are situated in a residential area in Tynwald Street, Douglas, Padgett's are located in Victoria Road in an area designated for residential use, S _ S Motors are located on Alexandra Road in Castletown, designated for Commercial purposes, and Paul Dedman and Harry Flatters' outlets in Ramsey are in areas designated as industrial and residential respectively.

There is no information within the application demonstrating how many staff there will be and how the parking will work and whether vehicles for sale will be parked on the forecourt where they will interfere with other operations. We have an objection from a neighbouring unit owner who is concerned with parking. Defer for further information about car parking and staffing.

The applicant has confirmed that he will employ five staff and they also will have a transit van for collections and deliveries. The unit to the side has a door in the southern elevation. This will be obstructed if vehicles are parked more than two deep beside the allocated spaces.

Bearing in mind the objection (which I am not sure is within this block or in the one across the estate road), I am unsure whether the site can accommodate the traffic and parking which may be generated by this proposed use.

Whilst the Planning Committee would accept that the selling and repairing of motor cycles is a use which could be acceptable on a site designated for industrial use, in this case, the site is part of a small complex of industrial buildings which share the same access onto the estate road and manoeuvring space. The Planning Committee believes that the traffic which would be generated by customers, deliveries and staff would adversely affect the operation of other businesses within this complex. Whilst the Committee accepts that the Business Park and the Barley Field both include car sales and repairs, However, all of these facilities have their own entrances and egresses and the traffic associated with them is not generally interfering with or affecting other operations on the estate.
