1. The proposed helicopter-landing pad would spread domestic development into land zoned as 'Open Space', in the Arbory and East Rushen Local Plan 1999. The development would therefore be contrary to Policy ENC/P/2 of the plan, which states "other than those areas specifically designated for development or zoned predominantly residential on the Local Plan Scheme Order, no existing areas of open space shall be developed." The proposed development would also reduce the opportunities to use the site for agricultural purposes and thus it is judged to be inappropriate in this area, which is largely free from development and recognised as having High Landscape Value and Scenic Significance.
2. The development would have a detrimental impact on the amenities of the people living near to the site by virtue of noise and general disturbance.
