### Officer's Report

The site comprises a dwelling and a number of outbuildings including a former mill building. The building group is screened from the road relatively well by trees but is certainly worthy of retention.

Approval in principle was sought in 2002 (PA 02/803) to convert and extend the outbuildings, extend the existing dwelling, and build a new house. This was refused because of the scale of extensions, and the zoning on the 1982 Plan (a new dwelling was not justified).

This application is one of 3 applications to develop the site.

A new dwelling is proposed on the site of a former silage pit and cow shed. There is only evidence of a concrete base on the site now. This proposal would be contrary to Circular 1/88 "Residential"

development - houses in the countryside" and there is no justification for a new dwelling. This element was previously refused under PA 02/803.

R 1 . The site is not zoned for development on the 1982 Development Plan. The proposed erection of a dwelling would be contrary to the land use zoning and also the planning policies set out in Planning Circular 1/88 "Residential Development - Houses in the Countryside."
