### Officer's Report

The application seeks approval for two separate elements of development at a farm in Andreas. Firstly, approval is sought for the construction of front and rear dormers on the existing dwelling and, secondly, approval is sought for the construction of a farm workers retirement dwelling.

I consider the dormer windows to be relatively minor and unobjectionable. However, I consider the proposed retirement dwelling to be unacceptable. Whilst it is relatively small and closely related to the

existing dwelling the size of farm holding, 25 acres, is insufficient to warrant offsetting the normal presumption against residential development in the countryside.

Accordingly, I recommend that a split decision approving the dormer windows and refusing the retirement dwelling be issued.

### C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

### C 2.

This approval relates only to the construction of dormers on the front and rear elevations of the existing dwelling as shown in the existing and proposed drawings date stamped the 22nd March 2004. For the avoidance of doubt no permission is hereby granted or conferred for the erection of a farm workers retirement dwelling by this approval certificate.

### R 1.

The proposed farm workers retirement dwelling is contrary to the provisions of Planning Circular 3/88, relating to new agricultural dwellings, insofar as it is considered that the provision of a new dwelling in relation to the size of the associated farm holding is insufficient to warrant offsetting the general planning objections to such development. For the avoidance of doubt this refusal relates only to the proposed farm workers retirement dwelling element of the planning application.
