### Officer's Report

The site comprises the curtilage of a mid-terraced house on Murray's Road. Not within a Conservation Area. The application proposes

- (a) that there should be formed a balcony on the flat garage roof adjoining the rear lane; and
- (b) that condition (2) of 00/01872 should be removed so that the flat at 1st/2nd floor level at the rear may be used as a separate unit of living accommodation.

Use of the balcony may reduce privacy at the rear of 28 and 32. The outlook general and environment and approach are poor (for the flat).

General policy is opposed to flats contained exclusively within rear annexes. There are not exceptional circumstances sufficient to warrant departing from this policy.
