## Officer's Report

The application is for the conversion of and extension of an existing garage and the erection of a replacement double garage on a detached dwelling in Sulby, Lezayre. The proposal represents a

modest sized extension onto the existing garage and the erection of a replacement garage on the opposite side of the dwelling.

An objection has been received from the neighbouring property on the grounds of loss of privacy, noise, increase in housing density, overlooking and unneighbourly development. I do not agree with these concerns and do not consider that the proposal adversely impacts on the neighbouring property. Whilst the area has been subject of flooding the Department of Transport Drainage Division have no objection to the development.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2 . This approval relates to drawing no. 0401 / 1 / 1 and 0401 / 1 / 2 date stamped the 22nd January 2004. C 3 . The accommodation created by this approval must only be used as accommodation ancillary to that of the existing dwelling. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.

C 4 . The external finishes of the extension must match those of the existing building in all respects. C 5 . The glass in the kitchen window facing the eastern boundary of the application site must be glazed in frosted glass so as to avoid overlooking of the adjacent property. The level of obscuration used must be no less than level 5 as detailed on the Pilkington's textured glass range or equivalent.

C 6 . There must be no discharge of surface water to the main foul sewer. N 7 .

For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.

N 8.

For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.

N 9.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

The applicant is advised that this approval does not override any covenants or other restrictions of a civil nature that may be attached to the dwelling.
