### Officer's Report

The site represents the curtilage of the Isle of Man Post Office's sorting office at Spring Valley Industrial Estate off Cooil Road. The site presently accommodates the sorting office with associated visitor and staff parking and a public counter for the collection of vehicles. Proposed here is the erection of a new depot to be built at the back of the site which backs onto the Barley Field which is being developed as a slightly more upmarket industrial estate.

The development involves the erection of a new building which is almost 50m in length, 12.5m deep and 7m high finished in profiled metal sheeting and facing brickwork to match the existing sorting

office. Proposed also is the reorganisation of the parking spaces to provide 128 spaces - a loss of 5 spaces from the existing. There is to be no increase in staff as a result of the new depot. The new spaces are to be provided by squeezing them into the space in front of and around the sorting office, most of which will be unnoticed. However, lost also is the existing landscaping strip between the main car park and the road to the east of the sorting office which is s shame.

I am advised that the discussions with Braddan Commissioners have resulted in them overturning their objection and there are no objections to the scheme from Department of Transport.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the erection of a depot and reorganisation of the parking provision all as shown in drawings reference 556-2001, 556-2002, 556-2003 and 556-2004 received on 19th December, 2003 and 556-2007A received on 17th February, 2004.

N 3. The Committee notes that the reorganised parking provision will result in the loss of all of the planting between the car park and the estate road. However, the Committee would encourage the applicant to retain if possible the trees within the existing planting strip and protection of these trees within the parking area by the use of grids which will protect the root system of these trees whilst enabling hard surfacing close to them. An amended plan showing this and any resultant loss of car parking should be submitted for consideration by the Planning Committee after consultation with Braddan Parish Commissioners and Department of Transport in this respect.

N 4. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
