## Additional Information:

- The applicant owns the site at "Balla-ny-Baa" which consists of six fields between the main coast road and "Blue Point". There is approximately 80 acres. A large 20 metre wide  metre long steel portal framed agricultural barn is situated in the bottom South-East corner of Field No 120242 alongside "Blue Point Crossroads". An existing vehicular access is situated in the bottom South boundary which provides access to the existing barn.
- The applicant lives at "Kerroogarroo Farm" which is situated further south of the proposed site, off the "Road of the Ayre" in the Parish of Andreas. A further 80acres is attached to this farm and this land is farmed, by the applicant, in association with the land/proposed site at "Blue Point". The farm and land at "Kerroogarroo Farm" is rented by the applicant.
- The applicant is proposing to build a detached agricultural workers dwelling on the land that he owns at "Blue Point".
- A site visit was carried out with the Planning Officer Mr Chris Balmer on Thursday 15th October 2009, to discuss the possibility of erecting a detached agricultural workers dwelling on the site and a possible site location for the detached dwelling.
- Three possible site locations were discussed and are labelled "A, B \& C" on the submitted documentation.
- OPTION A: Indicates the proposed detached dwelling located in the South-East corner of field No 120242, between the existing agricultural barn and the main coast road. Access would be via the existing vehicular access off the main highway.
- OPTION B: Indicates the proposed detached dwelling located along the South boundary of Field No 120242 and to the South-West of the existing agricultural barn. Access would be via the existing vehicular access off the main highway.
- OPTION C: Indicates the proposed detached dwelling located to the rear, (North), of the existing agricultural barn in Field No 120242. Access would be via the existing vehicular access off the main coast road with the drive running along the West of the

existing agricultural barn utilising the existing field gate access to the front of the existing agricultural barn.

Dear Mr Balmer,
Ref: P.A. No- 09/01969/A: Approval in principle for the erection of an agricultural workers dwelling at "Balla-ny-Baa", Blue Point Crossroads, The Lhen, Andreas.

Further to our recent discussions with regards to the above planning application and your request for further clarification on our client's long term plans, we now write to confirm the following;

As stated in the additional information submitted at the initial application stage the applicant, John Maddrell, lives at "Kerroogarroo Farm" which he rents along with 69 acres of adjoining farm land, which he farms in association with the 81 acres of land that he owns at "Balla-nyBaa", Blue Point, (proposed site).

The lease is a 10 year lease, on a secure heritable tenancy, with 4 years remaining on the current lease, which is then re-negotiable every ten years.

At the moment Mr Maddrell works full time and has a farming enterprise that has a requirement of 1.63 standard labour units, see Appendix 1 of the Department of Agriculture, Fisheries \& Forestry assessment letter dated 7th April 2010.

Should the planning application for the erection of the agricultural workers dwelling at "Balla-ny-Baa" prove successful the applicant would build the dwelling and move out of the main farm house at "Kerroogarroo Farm". This would allow for his daughter Miss Alison

Maddrell to move into the main farmhouse and take over the lease. Mr Maddrell would in turn assist his daughter in the farming operations albeit not on a full time bases. This would eventually allow for his daughter to take full control of the farming enterprise, with employed help as and when required.

In turn this would allow for Mr Maddrell to retire or possibly carry out a smaller farming enterprise on the 81 acres of the land which he owns at Blue Point.

The assessment carried out by the Department of Agriculture, Fisheries & Forestry takes into account the full 150 acres both rented and owned. If this figure was related to the owned land only, (81 acres), this would provide 0.88 standard labour units which are just shy of one full time worker, based purely on the land owned by the applicant.

We are aware that "Housing Policy 9" of the "Isle of Man Strategic Plan 2007" requires that the dwelling "is within or immediately adjoining the main group of farm buildings or a group of farm buildings associated with that farm", but as the main farmhouse and adjoining land is not owned by the applicant it would be uneconomically viable to erect the dwelling in this immediate vicinity. The proposed location of the new dwelling at Blue Point has been indicated in three possible options labelled "A - C" and is located adjoining the existing agricultural building owned by the applicant. It is also approached via the existing farm access, which complies with part (c) of this policy.
