### Officer's Report

### The Site

The property subject of the application is The Car Superstore, Demense Road, Douglas. The site is located in an established residential area.

### The Proposal

The applicant proposes two illuminated double sided free standing pylon signs displaying 'Hyundai' and 'Subaru.' The 'Hyndai' sign will be 4.2 metres in height and have a width of 1.315 metres. The sign will be mounted on a concrete plinth. The 'Sabaru' sign will be 3.35 metres in height and have a width of 1.9 metres. The sign will be mounted on a concrete plinth.

### Planning Status

The site is located within an 'Existing Residential Area' in the Douglas Local Plan 1998. The Isle of Man Strategic Plan 2007 contains policies which are considered specifically material to the determination of the application - General Policy 6 and General Policy 7.

General Policy 6 states the following:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
b) are in keeping with and do not detract from the surrounding area; and
c) are located so as not to cause a highway safety hazard."

General Policy 7 states the following:
"Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."

## Planning History

There have been no recent planning applications submitted which are considered relevant in the determination of the application.

### Representations

Douglas Corporation has raised no objection to the proposed development. Department of Transport have raised no objection to the proposed development.

### Assessment

The application site is located within an area identified as 'Predominantly Residential' in the Douglas Local Plan 1998. Given the nature of the proposed development it is therefore appropriate to assess the proposal against the policies identified earlier within the report (i.e. General Policy 6 and General Policy 7 of the Isle of Man Strategic Plan 2007).

It is considered that the two free standing pylon signs are in keeping with the building and the surrounding area as there are signs on other businesses in the immediate vicinity. As the signs are located approximately 1 metre from the back of the pavement, it is considered that the proposed adverts will not cause a highway hazard. The Highway Adviser has raised no objection to the proposed adverts as it will not cause any traffic management, parking or road safety implications.

### Recommendation

For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status.
