### Officer's Report

#### The Site

The site represents the position of a proposed streetlight, at the back of the footway alongside Castle Street, between number 5 and 7 - The Garrison restaurant and the Manx Electricity Authority showroom. There is no street light presently in place and all that appears on the face of the building at this point are the two surface water down pipes for the two associated buildings.

#### Planning Status

The site lies within an area designated on the Castletown Local Plan of 1991, the draft Area Plan of 2001 and the draft Southern Area Plan published on 23rd October, 2009 as Mixed Use.

#### Planning History

The carriageway of Castle Street was re-constructed under the provisions of PA 98/1499 and the footpath materials replaced under PA 00/0166.

#### The Proposal

Proposed now is the installation of a street light. This will be 6m high with a curved head and down light with Castletown Commissioners' logo within the curve. The light standard and light hood are finished in black.

#### Representations

Department of Transport Highways and Traffic Division raise no objection to the application.

## Assessment

The proposal should be considered in respect of Environment Policy 35 and Planning Policy Statement 1/01 both of which seek preservation or enhancement of any Conservation Area in the exercise of development control. In this instance the town already has a scheme of street lighting in the town centre, which involves the light which is now proposed in this application. Elsewhere there is a mixture of lighting - the Old School House car park has three completely different types of street light. The introduction of a consistent form of lighting should be encouraged and is what is effectively proposed in this application and a further application, PA 09/1654.

### Conservation Officer'S Supplementary Report:

As the application is located in Castle Street within the Castletown Conservation Area, the content of this application has been considered with particular regard to Policy CA/2 SPECIAL PLANNING CONSIDERATIONS of Conservation Areas, as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

The location of the proposed lamp standard is immediately adjacent to two Registered Buildings, Stanley House (Registered Building No.66) and The Garrison, 5 Castle Street (Registered Building No.67) so consideration needs to be given to the impact that the fitting will have on those Registered Buildings as well as the Conservation Area.

When considering the recent application for lamp standards in Arbory Street (PA 09/1655R), an investigation of the type and location of fittings in an around this part of Castletown indicated that there is and has been for some time, a diversity of light fitting styles and fitting location (wall mounted and column mounted) and some were correspondingly more successful than others.

There was a wall mounted light fitting on the frontage of Compton House, which has been removed without approval. In itself, the installation of the lighting column in this location in the type applied for is not a concern. It certainly can not be considered to harm the character of the Conservation Area. It would be considered harmful for existing wall mounted lamp fittings that remain in Castletown to continue to be removed and replaced with column fittings however as this is clearly part of the character of the area. It is notable that the application drawing indicates the wall mounted fitting on the frontage of Compton House.

As such it is felt that the proposal represents an enhancement of the Conservation Area and should be permitted.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

### C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the installation of a street light as shown and described in the drawings and illustrations received on 9th October, 2009.

It is noted that, although not part of this application, a wall-mounted light has been removed from Compton House, with neither planning permission nor Registered Building consent. The removal of such original features does not preserve or enhance the character of the Conservation Area and its removal, and the removal of further such lighting is not condoned by the Department.
