### Officer's Report

### The Site

The site represents the curtilage of a chemist's shop situated on the southern side of Church Road in Port Erin opposite St. Catherine's Church and to the east of the promenade. The property is a three storey building with the chemist's shop on the ground floor and guest accommodation in association with the Balmoral Hotel above. The present shopfront is a series of vertically proportioned fixed lights with recessed doors punctuating the frontage with large columns between the doors. The building has a long signboard across the whole frontage with "Lloydspharmacy" and their symbol printed on it in the centre and a projecting sign towards the western end of the frontage.

### Planning Status

The site lies within an area designated on the Port Erin Local Plan of 1990 and the draft Southern Area Plan published on 23rd October, 2009 as Mixed Use. The draft Southern Area Plan also identifies the site as part of a much wider area stretching from Breagle Glen to Spaldrick as a potential Conservation Area. No detailed information is provided as to why this area has been identified other than the explanation that this will be the subject of a separate exercise involving community participation.

1. This approval relates to drawings received on 29th September 2004.

## The Proposal

Proposed is the replacement of the existing signage, the symbol will be replaced with something very similar, a new projecting sign will be installed at the western end of the fascia with the symbol and the word "pharmacy" and will be internally illuminated at the edges of the symbol and two of the windows at the eastern end of the frontage will be fitted with vinyl with lettering to explain the range of services provided.

### Assessment

The Strategic Plan contains advice about signage as follows:
General Policy 6: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
a) are of a high standard of design and material and relate well to the building and site on which they are to be displayed;
b) are in keeping with and do not detract from the surrounding area; and
c) are located so as to not cause a highway safety hazard".

In this case as the property lies within a proposed Conservation Area and as such Environment Policy 37 should be taken into account although the Area is not yet adopted or publicly discussed. This states: "As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals and; iv) internally illuminated box fascia and projecting box signs are excluded from the proposals."

The signage is not dissimilar to that which is already in place although there will be a slight increase in internal illumination of one of the signs. The shopfront is, however, not to be modified and the proposed signage is removable should a different proprietor or different style of signage become desirable.

As such the proposed signage is considered to be acceptable.

PARTY STATUS The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
