### Officer's Report

### The Site

The site represents the curtilage of an existing dwelling with hair salon incorporated, located at the corner of Taubman Street and Queen's Pier Road, opposite Raymotors garage. The ground floor salon has a slate canopy around the property and the main building is a two storey property which sits to the rear of this. There were previously garages linking the property to number 4, Taubman Street but this has recently changed to a two storey extension which is currently under construction.

### Planning Status

The site lies within an area designated on the Ramsey Town Plan of 1998 as Town Centre - Mixed Use.

## PLANNING HISTORY

Planning permission was sought for alterations to the hair salon and living accommodation and was refused - PA 08/1265. A further application, PA 08/1991 was submitted and permitted.

## The Proposal

Proposed now are modifications to the approved scheme: notably the removal of a chimney stack on the rear of the existing hipped roof, the change in length of the window alongside the new door on the Taubman Street elevation, to match those on either side, the retention of the existing hipped roof and building onto it, the continuation of the canopy over the ground floor right across the frontage, the shortening of the width of the doors on the Queen's Pier Road ground floor elevation and the addition of another single window on the first floor above.

### Representations

Ramsey Town Commissioners and Department of Transport Highways and Traffic Division raise no objection to the application

Disability Access Officer recommends that internally provision is made for the circulation and movement of disabled persons. As there is no fundamental change to the hair salon, this could not reasonably be required by condition, but a note could be attached to encourage the applicant to consider this and to liaise with the Disability Access Officer.

The Environmental Health Inspector advises the applicant that the accommodation will need to be registered under the Housing (Flats) Regulations 1982.

### Assessment

The proposed changes alter only slightly the approved scheme. The window alterations improve the visual appearance and the removal of the chimney and the reduction in size of the patio doors are not detrimental to the character of the building. The retention of the hipped roof will also contribute to the appearance of the finished building.

As such, the proposal is considered to be acceptable and to comply with the provisions of General Policy 2 of the Strategic Plan.

The proposal now provides more car parking spaces off Queen's Pier Road, compared with the single space which was shown on the previous approval.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The Disability Access Officer and Environmental Health Inspector raise issues which are the responsibility of other legislation and as such should not be afforded party status in this instance.
