### Officer's Report

### The Site

The application site relates to Old Hall, Patrick Corner, Patrick Village, Patrick, a detached residential property situated on the western side of the road.

### The Proposal

This application seeks approval for the installation of two solar panels on the rear (eastern) side of the roof. The panels would have a total width of 2.2 metres and a height of 1.5 metres. The panels would be installed so as to be parallel with the slope of the roof.

### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.

### Planning History

The following previous planning application is considered relevant in the assessment and determination of this application:

04/02486/B sought permission for the erection of an extension with balcony over on rear elevation. This was permitted.

## Representations

Patrick Parish Commissioners have not commented on this application. The Department of Transport Highways Division does not oppose this application.

### Assessment

The main issue to be considered in the assessment of this application is whether the proposed solar panels would adversely affect the visual amenities of the surrounding area so as to warrant the refusal of this application.

There must be a balance struck between protecting the visual amenities of the countryside and making provision for sustainable energy production. This particular proposal represents a small scale form of green energy production and would alter the external appearance of the property. The solar panels would be installed to the rear of the property and would not be readily visible form the public thoroughfare. Furthermore the size and positioning of the panels would not be such that they would dominate the building so as to appear unduly prominent or incongruous, having a similar appearance as roof lights.

It is concluded that the proposal would not adversely affect the property or the surrounding area and accordingly it is recommended that this application be approved.
