### Reason(S) For Refusal:

1. The proposed tarmac area would be contrary to Recreational Policy 2 of the Strategic Plan 2007 since it results in the loss of Open Space for recreational purposes.
2. The visual impact of the car park would be unacceptable in this part of the park.

This decision was made by the Senior Planning Officer in accordance with the authority delegated to her under Article 3(13) of the Town and Country (Development Procedure) Order 2005.
