### Officer's Report

#### The Site

The site represents the curtilage of the Haldane Fisher (IOM) Ltd, Isle of Man Business Park, Braddan.

#### The Proposal

The proposed application is seeking approval for the extension of the existing building to create a timber structure, which would be adjoining the north eastern corner of the existing building. The extension would measure 16100mm x 15023mm and at a height of 5800mm. It would be finished in Yorkshire Boarding with a 50mm gap between boards to allow ventilation for timber storage. The roller door to the rear would match the existing

#### Planning Status

The application site is within an area of "Industrial Use" under the Braddan Central Local Plan, which was adopted by Tynwald in 1991. The Isle of Man Strategic Plan 2007 contains one policy which is

considered specifically material to the assessment of this current planning application - General Policy 2 states:

"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

- (a) is in accordance with the design brief in the Area Plan where there is such a brief;

- (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;

- (c) does not affect adversely the character of the surrounding landscape or townscape; (d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; (e) does not affect adversely public views of the sea; (f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; (g) does not affect adversely the amenity of local residents or the character of the locality;

- (h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;

- (i) does not have an unacceptable effect on road safety or traffic flows on the local highways; (j) can be provided with all necessary services; (k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; (l) is not on contaminated land or subject to unreasonable risk of erosion or flooding; (m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and (n) is designed having due regard to best practice in reducing energy consumption." PLANNING HISTORY The following previous planning applications should be considered relevant in the assessment and determination of this application: PA 05/01591/D - Erection of advertising signage - Permitted PA 07/01093/B - Alterations to existing customer / staff car park to provide an additional seven spaces - Permitted REPRESENTATIONS

The Department of Transport Highways Division do not oppose as there would be no traffic management, parking or road safety implications as a result of the proposal.

Braddan Parish Commissioners have indicated that they have no objection to this proposal.

The Drainage Services Manager has no objection subject that there must be no discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s). It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses. Appropriate measures must be taken by the developer/occupier of the premises to ensure compliance with the legislation.

## ASSESSMENT

This application is considered to be relatively minor within the context of the Isle of Man Business Park. There scale and visual impact would be in-keeping with the character of its surroundings and would not appear to create any negative issues in terms of public or private amenity.

## Recommendation

For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
