# Planning Officer Report Recommendation

**Application No.:** 09/01298/B
**Applicant:** Tesco Stores Ltd
**Proposal:** Alterations and erection of an enclosed lobby to existing store entrance
**Site Address:** Tesco Store Lake Road Douglas Isle Of Man IM1 5AF ### Considerations Case Officer : Mr Ian Brooks
**Expected Decision Level:** Senior Planning Officer ### Written Representations ### Consultations Consultee : Highways Division Notes : Consultee : Douglas Corporation Notes : no objection. Consultee : Disability Access Officer Notes: The ramp should be no less than 1 / 12 gradient and have the appropriate tactile paving at the top and bottom. The signage should have good contrasting colours so it is easy to be identified by a customer with a visual impairment. Keep the entrance as clear as possible, keep the colours simple and soft so your customers with Autism will be able to use your store.

### Officer's Report

### Planning Status And Relevant Policies

Within the adopted Isle of Man Strategic Plan 2007, the following policies are considered to be relevant in the determination of this application: General Policy 2.

### Assessment

The proposal is to create a new lobby to the store. The proposed lobby would be a relatively modest addition to the building and would not adversely affect the visual amenities of the locality.

The Disability Access Office has commented on the gradient of the ramp; however, there is no ramp proposed in the application. They have also commented on the colour of signage, which falls outside the scope of this application as signage would be dealt with under separate legislation. Also they advise that the entrance should be kept clear as possible. It is considered the comments made by the Disability Access Office have no bearing on the determination of this application.

It is recommended that planning permission be granted subject to conditions.

## **PARTY STATUS.**

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The Disability Access Office has not commented on any matter which are relevant to the determination of this application and therefore should not be afforded party status in this instance.
