THE SITE:
The application site 6 Auckland Terrace, Parliament Street, Ramsey, is part of a row of two-storey rendered terraced properties, located on the northern side of Parliament Street. 6 Auckland Terrace is on the Protected Buildings Register as RB 152.

THE PROPOSAL:

Proposed is Registered Building Consent for internal alterations which entail a re-organisation of the internal spaces previously approved under 08/00005/GB and 08/00006/CON.

REPRESENTATIONS

Ramsey Town Commissioners have no objection to the proposal.

Zygi Limited of The Bay House, Manor Park, Onchan have written in supporting the application. It should be understood that the author of the letter is the applicant.

ASSESSMENT:

As the property is a Registered Building (RB 152) the content of this application has been considered with particular regard to POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

These amendments to the previously approved application are relatively minor, relating in the main, to the re-organisation of partitions etc. The main changes relate to the addition of a stud partition to create a fire rated access to the Basement, the alteration of the existing internal hallway from the front door to house eye testing equipment and the over-boarding of the existing stone slabs to the Basement with a 'T&G' (Tongue and Grooved) chipboard floating floor, the application of a tanking system and the insertion of steelwork to strengthen the Ground Floor above.

The reorganisation of the partitions to the Ground Floor will have a minimal impact on the character of the Registered Building. The methodology for creating the junctions with the existing cornices and other decorative plaster detailing has been discussed and approved within the previous application.

The works to create the apparent cupboard in the location of the Hallway will have minimal impact on the historic fabric, other than the reorganisation of the space. The double doors forming access between the Hallway and the Reception on the Ground Floor are recent items, possibly from the 1980's. The closing up of them is of little concern.

Moving to the Basement; the over-boarding will offer protection to the existing slate slabs whilst providing a level surface. This protects the historic fabric. The application of the tanking system will not have a major impact on the historic fabric. The nature of the system, a cementitious applied coating will look little different to a heavily painted masonry wall. There is a history of damp penetration and these works are intended to remedy the ingress of water.

The insertion of the steelwork to provide additional support to the ground floor is understood to be required due to the additional weight of the equipment used in the normal operation of an Optician's. There is little or not historic detail in this part of the building, the basements are always more utilitarian than the Ground or First Floors of such properties. These works are therefore acceptable.

In conclusion, these new proposals amend those previously approved under 08/00005/GB and 08/00006/CON. In doing so, they are considered to have little or no more impact on the character of the Registered Building.
