### Officer's Report

### The Application Site

The site represents the curtilage of Ballacurn Moar Farm, Ballacurn Road, Ballaugh, which is a two storey detached property which is located south of Ballaugh Village.

### Planning Policy

The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, or within an area zoned as high landscape value or costal or scenic significance

Due to the zoning of the site, and the nature of the proposed development, the following Planning Policy is relevant in the consideration of the application:-

Housing Policy 15: The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing 18 August 2009

property. Only exceptionally will permission be granted for extensions which measure more than 50\% of the existing building in terms of floor space (measured externally).

## Planning History

The previous planning applications are considered relevant in the assessment and determination of this application:-

PROPOSAL The application proposes the erection of an extension. The extension would have a width of 7.8 metres, a total depth of 11.7 metres and a ridge height of 6.6 metres. The proposal elevations would be finished with Manx stone to match the existing. The roof finish to the north elevation would be slate, whilst the south elevation would be partly with slate but mostly finished with a large expanse of glazing.

### Representations

Ballaugh Parish Commissioners advise that they have no objection
Highways Division:-
"Do not oppose has no traffic management, parking or road safety implications."
The Authority has received no other privately written representations objecting to the application.

### Assessment / Recommendation

The previously refused scheme (04/01244/B) for a conservatory would have been on a similar footprint and size to what has been proposed now. This was refused on the grounds that:- "The proposed conservatory would detract from the character and appearance of the barn group to the detriment of the scenic value of the area."

This application has tried to overcome this reasons for refusal by following the massing, proportion and the finish of the existing barn. It is considered in terms of the massing and proportions the scheme does match the existing and would therefore be in keeping to the character and appearance of the barn. The proposal does include a large expanse of glazing to the southern roof elevation, which is unusual. However, given the siting of the proposal in relation to the existing buildings, but especially with the adjacent public highway, this aspect would not be apparent. This is with the possible exception of distant views from the greenway which runs to the south of the application site.

It terms of floor area, the proposal would be well under the generally permitted size increase over the existing by no more than , therefore would comply with the relevant aspect of Housing Policy 15 .

### Recommendation

It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.
