### Officer's Report

#### The Site

The application site relates to 15 Factory Lane, Peel which is a terraced cottage situated on the northern side of the lane.

#### The Proposal

This application seeks approval for the removal of an existing roof dormer window and the installation of a conservation style roof light.

#### Planning Status

The application site is located within an area identified as being mixed use by the Peel Local Plan. The site is also within the Peel Conservation Area and as such the following policy contained within the Isle of Man Strategic Plan is considered relevant:

**Environmental Policy 35, which states:**

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

The following previous planning application is considered relevant in the assessment and determination of this application:

05/00824/B sought approval for the enlargement of second floor dormer to the rear elevation. This was approved.

## Representations

Peel Town Commissioners have not commented on this application. The Department of Transport Highways Division has not commented on this application.

### Assessment

The main issues to be considered in the assessment of this application are whether the proposed development would preserve or enhance the character or appearance of the surrounding area.

The development would be confined to the rear of the property and as such public views would be limited. The proposal would remove an inappropriate feature and replace it with a more suitable alternative light source. It is judged that the proposed development would enhance the Conservation Area and as such would be in accordance with EP35.

Permit.
