### Officer's Report

#### The Site

The site represents Allansons Nurseries, Dreem Faaie, Ballacraine, St Johns, a large plant nursery with a retail area where plants can be purchased. This application relates to two distinct areas of the site, an area to the south of the customer car park and an area towards the centre of the holding.

#### Planning Status

The site is identified by the St Johns Local Plan Order 1999 as 'Open Space.' The site is not within a Conservation Area.

#### Planning History

Planning application 01/00004/B sought permission to create a wholesale and retail nursery on the land. This was permitted on review 13th December 2001. Subsequently there have been several applications seeking permission for additional growing tunnels (PA 03/01704/B, 04/01567/B, 05/01857/B and 05/02061/B) and a secure storage area and nursery office (PA 04/01451/B). These were all permitted. PA 07/01159/B sought permission for the erection of an office and reception area. This was permitted 18th September 2007. PA 07/01266/B sought permission for the erection of an additional polytunnel and greenhouse. This was approved.

Proposed here is the erection of 5 additional polytunnels, 4 of which would be individual single span structures and one of which would be a double span structure. The polytunnels would have a height of 3.4 metres and would measure 8 metres by 19.7 metres. The double span polytunnel would comprise two single structures sited so as to form one polytunnel.

The double span tunnel is to provide a covered area for the sale of goods whilst the four separate tunnels are to provide additional production space to comply with an EU directive.

**REPRESENTATIONS** German Parish Commissioners have requested that this application be deferred for their comments 24th July 2009. The Department of Transport Highways Division does not oppose this application.

**ASSESSMENT**

The proposed polytunnel and greenhouse are considered to be an acceptable form of development in accordance with the approved use of the site. The main issues to be assessed in the determination of this application are whether the proposed development would adversely affect the surrounding area so as to warrant the refusal of this application.

The proposed siting of the structures would be such that there would be a considerable distance from the highway. The double span tunnel would be closest to the highway however existing would prevent the structure from being seen. The site is not overlooked and as such there would be no impact to the street scene or neighbouring properties. The design, materials and construction of the proposed polytunnel and greenhouse are representative of their proposed use.

For these reasons it is considered that this proposal is acceptable and it is therefore recommended that this application is permitted.

**RECOMMENDATION**

Permit.
