### Officer's Report

### The Site

The application site comprises of a farm holding located on the south-eastern slopes of Greeba Mountain in Marown. The site is accessed via a single track road, approximately 2.1 km in length and presumed to be unadopted, which leads from the Top Crosby Road. The application site was the subject of a previous planning approval for the demolition of the existing dwelling, garage and nissen barns and construction of a replacement dwelling and garage. This was permitted 7th March 2006. The approved dwelling was considerably larger in size than the existing dwelling, although this was justified by the relatively remote location of the site and the environmental benefit of removing two nissen huts.

### Planning Status

The application site is located within an area identified as being "White Land" by the " 1982 Development Order and as such represents the open countryside.

### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

05/92180/B sought approval for the demolition of the existing dwelling, garage and nissen barns and the construction of a replacement dwelling and garage. This was approved 7th March 2006.

07/00176/B sought approval to increase the floor area and make alterations to windows profiles of the approved replacement dwelling and garage (amendment to 05/92180/B). This was refused 10th September 2007.

08/01170/B sought approval for alterations and erection of a single storey link extension. This was approved 29th August 2009. **REPRESENTATIONS** Marown Parish Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application. **THE PROPOSAL** This application seeks approval for the installation of 13 roof lights to the single storey link extension and garage.

**ASSESSMENT**

The main issue to be considered in the assessment of this application is whether the proposed roof lights would result in an adverse impact upon the surrounding area.

The approved dwelling is large in size and the proposed roof lights would be confined to the single storey link extension and garage. It is judged that there would be adverse impact upon the surrounding area from the 8 roof lights which would face out onto open countryside so as to warrant the refusal of this application.

**RECOMMENDATION**

Permit.
