### Officer's Report

### The Site

The application site comprises of an industrial unit "G.E Aviation Factory" which is located on School Road in Onchan.

### The Proposal

The proposed planning application is seeking approval for the erection of new skip shed along the southern elevation of the industrial unit (in place of the existing bike shed). The bike shed would be re-located to the north western corner of the application site. The proposed skip shed would measure  and at a height of 3800 mm . This lean to structure would be constructed out of mild steel, corrugated sheeting with a 150 mm walled base and be coloured in grey.

### Planning Status

The application site is located within an area of "Light Industrial Use" on the Onchan Local Plan (Map 1), 2000. In terms of local plan policy, there are no policies within Planning Circular 1/2000, the

written statement that accompanies the Onchan Local Plan, which are considered specifically material to the assessment of this current planning application.

In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application, it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.

## **PLANNING HISTORY**

The following planning applications should be considered relevant in the assessment and determination of this application:

- PA 00/01408/B – Extension to storage building and hardstanding – Permitted
- PA 04/02626/B – Alterations and erection of a single storey extension to the south elevation – Permitted
- PA 07/01267/B – External and internal alteration and refurbishment works – Permitted
- PA 07/01318/D – Erection of replacement signage – Permitted

**REPRESENTATIONS**

The Department of Transport Highways Division do not oppose as there would be no traffic management, parking or road safety implications as a result of the development.

Onchan Commissioners have approved the proposed development.

The Department of Transport Drainage Division has no objection subject that there must be no discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s). The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.

**ASSESSMENT**

It is considered that the erection of the skip shed would be relatively modest in scale and design, which would be in keeping with the character of the adjoining industrial building. The impact of the proposed development on the amenity of the surrounding area is duly limited.

The relocation of the bike shed would be acceptable due to its siting a considerable distance from the public thoroughfare of School Road to the east.

**RECOMMENDATION** For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted. **PARTY STATUS**
