### Officer's Report

### The Site

The site represents the curtilage of Ballavayre Farmhouse, a detached dwelling situated on the western side of the Ballakilpheric Road (B44)to the south of the chapel. The site accommodates a number of buildings, mostly finished in stone, as well as the farmhouse which is of traditional appearance and character. To the rear of the cottage are two outbuildings, attached to the cottage, and to the west of this is a detached stone barn with two floors of accommodation. The farmhouse is presently finished in self-coloured render (dark grey).

### Planning Status

The site lies within an area designated on the Arbory and East Rushen Local Plan as an Area of High Landscape or Coastal Value and Scenic Significance with an area of interest to nature conservation close by.

### Planning History

The following applications have been submitted in respect of this application:
PA 94/01746/B - Alterations and construction of conservatory, Ballavayre Cottage, Ballakilpheric, Rushen.
Initial Decision - Permitted 5th May 1995

PA 96/01178/B - Installation of uPVC windows, Ballavayre Cottage, Ballakilpheric, Colby, Rushen. Initial Decision - Permitted 3rd December 1996

PA 09/00035/B - Construction of front porch and installation of replacement windows Initial Decision - Permitted 2nd March 2009 Conditions

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

2. This permission relates to the removal of the existing render, re-pointing of the stonework beneath, the addition of a stone porch and replacement of the existing windows with plastic-framed sliding sashes all as shown and described in plan reference 08/119/01 and the location plan all received on 13th January, 2009.

PA 09/0298 - conversion of outbuilding to garage and removal of two outbuildings and removal of render on the farmhouse to expose stonework - permitted.

## THE PROPOSAL

Now proposed is the re-rendering of the house. This is an alteration from the previous application which showed the elevation to be stonework. The porch which is shown on the proposed drawings already has approval. No supporting information has been submitted to explain the change of heart over the exposure of the stonework, but it is likely that as the farmhouse was previously rendered, the stonework is not of sufficiently weatherproof quality to satisfactorily leave it as the external finish to the dwelling.

REPRESENTATIONS

Rushen Parish Commissioners indicate that they have no objections to the application.

## ASSESSMENT

The proposed development should be considered in the light of the Environment policies 1 and 2 of the Strategic Plan and RES/P/1 of the Arbory and East Rushen Local Plan which seek to preserve the character and quality of the countryside for its own sake and to preserve the character of the property itself. The proposal to re-render the property will restore the existing appearance but upgraded with new render and this will complement the approved changes - new sliding sash windows.

For the above reasons the proposal is considered to be acceptable.

## PARTY STATUS

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
