### Officer's Report

### The Site

The application site relates to the detached property Sheean Ny Marrey, Main Road, Kirk Michael. The property is situated on the north western side of the road. The property is relatively new being the result of approved planning application 98/01984/B which was approved 11th May 1999.

### The Proposal

This application seeks approval for the erection of an garage with a store above and the erection of a porch. The exterior walls of the proposed extensions would be finished in stone to contrast with the existing property.

### Planning Status

The application site is located within an area identified as being residential use by the Kirk Michael Local Plan. The site is situated within the Kirk Michael Conservation Area. Within the Isle of Man Strategic Plan, the following policy is considered relevant:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

### Assessment

The main issues to be considered in the assessment of this application are whether the proposed development would have an adverse impact upon adjacent properties and whether the proposed extensions would preserve or enhance the existing dwelling and the surrounding conservation area.

On the first issue, due to the siting of the proposed works and the separation distance between adjacent properties, it is judged that there would be no unacceptable impacts upon the amenity of neighbouring properties. The window proposed on the side elevation has been omitted following concerns raised by Building Control.

In terms of the impact of the proposed development upon the surrounding area, it is considered that the garage extension would appear as subordinate to the existing dwelling by virtue of its height, the use of stone as an external finish and the forward projection of the extension. The porch would be of a modest scale and would have a Manx stone finish which would assist in tying the development together. It is judged that the character of the surrounding conservation area would be preserved by the proposed development.
