### Officer's Report

### The Site

The site represents the residential curtilage of Ballamaddrell farmhouse, a stone traditional two storey property which sits on the southern side of the B40 Grenaby Road between the barns associated with the farm, some of which have planning permission for conversion to holiday accommodation and artists' studios (see below) and a new farm bungalow to the east which was permitted relatively recently (see below). Ballamadrell lies to the west of the barns and is the main large house associated with the farm holding.

Access to the farmhouse is straight from the B40 down a gravelled drive with a small garden area to the front and a number of trees surrounding the building.

### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Woodland within a wider area of hlv to the south and "white land" to the east.

### Planning History

No planning applications have been submitted for this dwelling itself. Planning permission was sought and granted for the conversion of one of the barns to the west for an artists' studio (PA 04/01741/B). This has been implemented and is being used as approved.

Planning permission was also sought for the conversion and part re-building of another barn alongside for tourist accommodation and an artist's studio (PA 05/92309/B). This has not yet been implemented.

Permission was sought for the conversion of a former sheep shed into a printing workshop (PA 07/00282/B). This has not yet been implemented.

Planning permission was sought for the erection of a new farm dwelling to the east of the existing farmhouse under PAs 04/1951/A and PA 06/0333/B. This has been implemented and was intended for the then occupants of the application property.

## **THE PROPOSAL**

The existing property is as it was originally built but with a small lean-to conservatory on the western gable. Now proposed is the removal of that conservatory and its replacement with a solid-walled extension of single storey with dimensions of 5.85m by 3.85m and finished in render on the gable and on the front and rear with a stone plinth. Windows are to be sliding sash to match those in the main house.

**REPRESENTATIONS**

Department of Transport Highways and Traffic Division and Arbory Parish Commissioners indicate that they do not object to the application.

**ASSESSMENT**

The proposal should be considered in the light of Housing Policy 15 of the Strategic Plan which states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

In this case the extension is modest and falls well within the 50% regulation. It is designed to complement the appearance and character of the existing house.

## **PARTY STATUS**

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
