### Officer's Report

#### The Application Site And Proposed Development

The application site comprises the residential curtilage of Ballamenagh Moar Farm, which is located on Ballamenagh Road in Lonan.

The proposed development comprises the erection of a detached garage/store within the application site.

#### Planning History

The application site has been the subject of a number of previous planning applications, one of which is considered specifically material to the assessment of the current planning application:

Planning application 08/01992/B sought approval for the erection of a replacement building to provide garage, store and study area. This previous planning application was refused.

#### Representations

Lonan Parish Commissioners recommend that the planning application be approved. The Department of Transport Highways Division do not oppose the planning application. The Manx Electricity Authority expresses an interest in the planning applicatiion.

#### Planning Policy

In terms of local plan policy, the application site is located within a wider area of land that is designated as i) open space/agricultural use; and ii) high landscape value and scenic significance under the Laxey and Lonan Area Plan Order 2005.

## Assessment

The proposed development comprises the erection of a detached garage/store within the application site.

The planning application has been partially submitted as a response to the refusal of previous planning application 08/01992/B. That previous planning application was basically refused on the basis that the proposed building was overly large and had a similar appearance to that of a detached dwelling. The development proposed by the current planning application is located within the residential curtilage of the property and is suitably subservient to the dwelling in terms of size and appearance. As such, it is considered that the proposal suitably addresses the concerns of the previous planning application.

It is recommended that the planning application be approved.

## Party Status

It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:

- Lonan Parish Commissioners; and
- The Department of Transport Highways Division.

It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:

- The Manx Electricity Authority.
