# Officer Planning Report

**Application No.:** 09/00465/B
**Applicant:** Mr Michael \& Mrs Ruth Brown
**Proposal:** Installation of window to replace approved door and window on side elevation
**Site Address:** Ballamenagh Cottage Handleys Corner Kirk Michael Isle Of Man IM6 1AY ### Considerations Case Officer : Mr Steve Stanley
**Expected Decision Level:** Senior Planning Officer ### Written Representations ### Consultations Consultee : Highways Division Notes : Consultee : Michael Commissioners Notes: No objection

### Officer's Report

### The Site

The application site represents the curtilage of Ballamenagh Cottage, Handleys Cottage, Michael. The property is located on the eastern side of the A3 and is elevated above road level.

### The Proposal

This application seeks approval for the replacement of a window and door with a window. This would represent a minor alteration to a recently approved development which proposed the erection of an extension to the property in the form of a single storey lean-to extension to the side elevation in place of an existing lean-to of similar size and footprint.

### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

Housing Policy 15, which states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property.

Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

## **PLANNING HISTORY**

The following previous planning application is considered relevant in the assessment and determination of this application:

- 89/01470 sought approval for the construction of a conservatory. This was approved.
- 08/01379 sought approval for the alterations and the erection of extensions. This was approved.
- 08/02032 sought approval for the erection of an extension to the property in the form of a single storey lean-to extension to the side elevation. This was approved.

**REPRESENTATIONS** The Department of Transport Highways Division does not oppose this application. Michael Commissioners do not object to this application. There have been no privately written representations received in relation to this planning application.

**ASSESSMENT**

The previously approved extension replaced a similar structure in poor condition. The proposed replacement was small in scale and as such does not appear dominant in any way. The approved extension was considered to be sympathetic in design as it was of minimal height so as to respect the proportion, form and appearance of the traditional property in accordance with Housing Policy 15.

The proposed alteration to form a window where previously a door and window were to be installed is considered to have a minimal impact upon the property and would not be appreciated from any public vantage point. It is therefore recommended that the application be approved.
