### Officer's Report

#### The Site

The application site represents the curtilage of the Centenary Centre, Atholl Street, Peel. The building is situated on the south eastern side of the road and is immediately adjacent to the Atholl Street entrance to St German’s Cathedral. The Centenary Centre is set back from the curb and is formed of two distinct sections, the main hall which is two storey, and a subordinate, one and a half storey section. The building is traditional in design having arch headed windows and decorative façade treatments.

#### Planning Status

The application site is located within an area identified as being Mixed use by the peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered to be relevant in the assessment and determination of this application:

Environmental Policy 35, which states:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

## Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

03/00668/B sought approval for the erection of an extension to provide toilet facilities. This was approved. 08/01802/B sought approval for the erection of extension and access ramp to front elevation. This was approved.

### Representations

The Department of Transport Highways Division does not object to this application. Peel Town Commissioners recommend that this application be approved. There have been no privately written representations received in relation to this application.

### The Proposal

This application seeks approval for the installation of a lantern type roof light to the flat roof of the approved extension.

### Assessment

The main issues to be considered in the assessment of this application are whether the proposed lantern light would be appropriate to the building and as such would preserve or enhance the character or appearance of the Conservation Area.

The lantern light would be screened from view by the decorative parapet wall and as such would result in no discernable impact upon the building or the streetscene. It is judged that the proposed development would preserve the Peel Conservation Area in accordance with Environmental Policy 35.

### Recommendation

It is recommended that the application be permitted.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status: The Department of Transport Highways Division does not object to this application. Peel Town Commissioners recommend that this application be approved.
