### The Application Site And Proposed Development

The application site comprises a field that is located on the western side of Sulby Glen Road in Sulby, Lezayre. The proposed development comprises the creation of a field access from Sulby Glen Road into the application site.

### Planning History

The application site has not been the subject of any previous planning applications.

### Representations

The Department of Transport Highways Division do not oppose the planning application. The Manx Electricity Authority expresses an interest in the planning application.

### Planning Policy

In terms of land use, the application site is designated as open space under the Isle of Man Planning Scheme (Sulby Local Plan) (No.2) Order 1998.

In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.

## ASSESSMENT

The planning application seeks approval for the creation of a field access from Sulby Glen Road into the application site.

In terms of assessment the primary consideration is highway safety. Given that the Department of Transport Highways Division do not oppose the planning application it is concluded that the impact on highway safety is acceptable. This is presumably reflective of the position of the access and its reasonable expected use. In terms of other impacts the proposal is considered to be relatively unobjectionable.

It is recommended that the planning application be approved.

C 2. This approval relates to the location plan, site plan and gate details date stamped the 20th March 2009.

N 1. The applicant is advised that the Manx Electricity Authority highlight the presence of underground cables or overhead lines within the application site. Prior to the commencement of works it is recommended that the Network Operations Department (Tel. 687687) are contacted to discuss working practices.
