### Officer's Report

### The Site

The site represents the curtilage of 5, Castle Street, a terraced property adjoining numbers 1 and 3, Castle Street to the south west and number 7, Castle Street - the MEA shop on the ground floor and flats above. The premises are used as a restaurant/wine bar on two floors. The premises stretch back to the car park to the rear from which there is a gated pedestrian access.

### Planning Status

The site lies within an area designated as Mixed Use on the Castletown Local Plan of 1991 and the draft Area Plan of 2001. The building is also Registered and within Castletown's Conservation Area.

## THE PROPOSAL

Proposed here is the installation of a sign at the rear above the pedestrian gate. The sign will be timber, announcing access to the Garrison Top Bar only. The sign is modest in size and positioned over the gate. Lettering will be painted on.

## Representations

### Assessment

The Strategic Plan Environment Policies 32 and 25 require that alterations to a Registered Building and within a Conservation Area must enhance or preserve the property and the Area. In this case the sign is very modest and in character with the Area and will not create an adverse visual or other impact.

### Conservation Officer'S Supplementary Report:

As the property is located within the Castletown Conservation Area and is a Registered Building (RB 67) the content of this application has been considered with particular regard to Policy CA/2 SPECIAL PLANNING CONSIDERATIONS of Conservation Areas and POLICY RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

Proposed is the erection of a painted timber sign at rear entrance over an existing gate. In considering an application on a Registered Building it is necessary to consider whether the proposals preserve or enhance the character of that Registered Building.

In this case the sign is very modest, is set back within the opening and is readily reversible. It is not considered to have an adverse impact on the character of the Registered Building or Conservation Area within which it sits.

### Recommendation:

Approve this application.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
