### Officer's Report

### The Application Site

The application site is the residential curtilage of Primrose Lodge, Slieau Lewaigue, Lewaigue, Ramsey, which located on the western side of the Slieau Lewaigue and southeast of Ramsey. Within the application site consists a two storey detached dwelling and a two storey detached barn. The barn has been converted to holiday cottages and is the building subject to this application.

### Planning Policy

The application site is within an area recognised as being an area of 'woodland' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; however the site is within an area zoned as High Landscape or Coastal Value and Scenic Significance.

## Planning History

### Proposal

The application seeks approval for alterations and erection of a porch. The proposed porch to the southern elevation would have projection of 2.2 metres, a width of 2.8 metres and a ridge height of 3.2 metres. The proposal will be constructed of Manx stone work.

The alterations consist of rendering the existing stone barn, due to provide additional weathering protection due to existing problems of dampness of the stone walls.

The Manx Electricity Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Planning Authority has received no privately written representations objecting to the application.

### Assessment / Recommendation

The application site is located within an area of "High Landscape or Coastal Value and Scenic Significance" on the Isle of Man Development Plan, 1982. Within the adopted Isle of Man Strategic Plan, the following policies are considered relevant -

### General

Policy 3: Development will not be permitted outside of those areas which are zoned for development on the appropriate Area Plan with the exception of:
- (a) essential housing for agricultural workers who have to live close to their place of work; (Housing Policies 7, 8, 9 and 10);
- (b) conversion of redundant rural buildings which are of architectural, historic, or social value and interest; (Housing Policy 11);
- (c) previously developed land(1) which contains a significant amount of building; where the continued use is redundant; where redevelopment would reduce the impact of the current situation on the landscape or the wider environment; and where the development proposed would result in improvements to the landscape or wider environment;
- (d) the replacement of existing rural dwellings; (Housing Policies 12, 13 and 14);
- (e) location-dependent development in connection with the working of minerals or the provision of necessary services;
- (f) building and engineering operations which are essential for the conduct of agriculture or forestry;

- (g) development recognised to be of overriding national need in land use planning terms and for which there is no reasonable and acceptable alternative; and
- (h) buildings or works required for interpretation of the countryside, its wildlife or heritage.

The proposed porch would be a very modest extension to the existing barn, which has been designed to be in keeping with the existing traditionally styled building. The proposal would have no adverse visual impact upon the barn, nor would the proposal have any adverse impact upon the residential amenities of neighbouring properties.

The rendering of the existing stone barn, would make the barn more apparent, however it is considered the barn would still retain its traditional character and would be similar to many rendered properties (barns \& dwellings) within the countryside.

## Recommendation

Overall, it is considered the proposals would be acceptable for the reasons given previously within this report and therefore comply with the relevant planning policies. Accordingly, the proposals would be appropriate in these locations and therefore the application is recommended for an approval

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the alterations and erection of a porch as proposed in the submitted documents and drawings DRWG 01, DRWG 02, DRWG 03, DRWG 04, DRWG 05 and DRWG 06 all received on 11th February 2009.

C 3. The roof(s) must be finished in dark natural slate.

I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
