### Officer's Report

### The Site

The site represents the curtilage of the Aviation Museum which is located on the south eastern side of the A5 Castletown Road, to the south of Ronaldsway Airport and accessed by a small roadway off the A5 leading solely to this site. The site accommodates a range of single storey buildings - a Nissen hut and a masonry and sheeted roofed structure alongside, linked by a lean-to clad structure. A concrete apron sits in front of the Nissen hut extending out as far as the end of the larger masonry building.

### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as part of the Airfield zone.

Various applications have been submitted in respect of the premises as follows:
PA 99/1508 - change of use of former bungalow to military and aviation museum, parking and signage - permitted
PA 00/2100 - erection of Nissen hut for additional exhibition space and additional use for the sale of drinks and sweets - permitted on review
PA 04/1918 - erection of additional Nissen hut with new external link corridor - permitted.

## The Proposal

Proposed is an extension of the Nissen hut onto the concrete apron to a length of 8.6 m , to just past the length of the masonry building. The extension will be finished in metal cladding and painted to match the existing building. The end of the building is shown clad rather than the brick of the existing end, with a large roller shutter door, similar to the existing.

### Representations

Malew Parish Commissioners and Department of Transport Highways and Traffic Division indicate that they have no objections

### Assessment

The proposed use is in keeping with the prevailing land use designation and as such the provisions of General Policy 2 should be applied as follows: "Development which is in accordance with the land use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: a) is in accordance with the design brief in the Area Plan where there is such a brief; b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the space around them; c) does not affect adversely the character of the surrounding landscape or townscape; d) does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; e) does not affect adversely public views of the sea; f) incorporates where possible existing topography and landscape features, particularly trees and sod banks; g) does not affect adversely the amenity of local residents or the character of the locality; h) provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; i) does not have an adverse effect on road safety or traffic flows on the local highways; j)can be provided with all necessary services; k) does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; I) is not on contaminated land or subject to unreasonable risk of erosion or flooding; m) takes account of community and personal safety and security in the design of buildings and the spaces around them; and n) is designed having due regard to best practice in reducing energy consumption."

As such, the proposal is considered acceptable.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
