### Officer's Report

### The Site

The application site represents the curtilage of two adjoining properties, Creg-Y-Shee and Cummal Beg, Cregneash Village.

The properties were extensively remodelled from traditional single storey thatched cottages to two storey dwellings during the 1920's and 1930's. The properties are part of Manx National Heritage's National Folk Museum at Cregneash.

### The Proposal

Proposed is the retrospective installation of replacement windows and front doors. The windows subject to this elevation are on the front (south) elevation of the properties. There are five windows on the front of Creg-Y-Shee and five on the front of Cummal Beg.

The windows and doors have been replaced like-for-like, in terms of their material, joinery design, glazing pattern and method of opening. The material and finishing is painted timber.

## Planning History

There are no previous planning applications which are considered relevant in the assessment and determination of this application.

### Development Plan Policies

The application site is located within an Area of High Landscape or Coastal Value and Scenic Significance and an area Owned by the Manx Museum and National Trust, in the Isle of Man Planning Scheme (Development Plan) Order 1982. Cregneash Village is also indicated as an Ancient Monument.

Cregneash is an area where the provisions of the Town and Country Planning (Permitted Development) Order 2005 are suspended under Government Circular 7/06.

The relevant planning policy from the Isle of Man Strategic Plan 2007 is General Policy 2. In addition to this, Policy 7 from Planning Circular 1/98 (The Alteration and Replacement of Windows) is also relevant. Policy 7 states that "If repair is impracticable or the existing windows are not the originals, the preference will be for replacement windows on the said principal elevations, to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows."

Rushen Parish Commissioners have no objection to this application.

### Assessment

The proposal involves replacing the windows and doors to the front elevations of the two adjoining properties with identical features. It is considered that the replacements would be appropriate for the properties and would comply with the requirements of the planning policies.

### Recommendation

For the above reasons, this proposal is considered to be acceptable and is recommended for approval.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
