### Design Statement

The proposals are for a new family dwelling within the grounds of Ashbourne house, for the current landowner. The building is to be sited in a large open space which is gently sloping from North to South.

These proposals have been influenced by the refusal of a previous Planning Application in Principle by the previous landowner, reference 04/1156/a. This was taken to appeal by the previous applicant. The appeal inspector noted 3 principal points and refused the application on the proposed access to Peel Main Road.

To address these issues we have consulted with the Planning and Highways Department's in developing the current proposals. The three main points considered in these proposals are;

1. Proximity and overlooking of neighbours buildings below the site. The proposed building has been located away from the neighbours property and careful landscaping will avoid direct visual continuity from the neighbours property and Peel Main Road. While a large part of the building is hidden from view the remaining form and detail of the proposals were revised in discussion with planning to achieve a satisfactory aesthetic. The design also reflects aspects of the adjacent garage structure utilising traditional rural materials and gable parapet details.
2. The access route from Peel Road will not be used as the principal access to the proposed dwelling. In consultation with Andrea Georgeson of the Highways Department in January 2013 a scheme has been developed to provide improved access from the main road, the A3 to Kirk Michael. As the current arrangement the access gate to Peel Road will remain locked. The only exception to this will be during the motorcycle race road closures.
3. The previous proposals were for multiple units and the current proposal is for a single dwelling designed mainly on a single level with a concealed lower ground floor which takes advantage of the sloping site. It is for this reason that the design is based upon a timber frame system to provide maximum insulation and environmental consideration.

A recent planning application was made by the current landowner to alter the access and parking arrangements to the current building ‘Ashbourne House’ reference 09/0155/B. These proposals established the parking area to the front of the building, removal of some trees and a modified vehicle entrance. The current

proposals modify the entrance further following the meeting with Andrea Georgeson discussed above. The additional changes improve visibility northwards along the A3, as illustrated on drawing 3010/C/053 Rev and the attached copy of the letter to highways dated the 19th February 2013.

These proposals have been under design development for an extended period as clarification was awaited on infill development within the St John's Village by the independent appeals inspector Mr David Ward, reference planning application 10/01632/B and appeal number 11/0003 dated the 11th of May 2011.

We feel that the proposals in this planning application have responded sensitively to any previous concerns and in consultation with Planning/Highways Departments.
