### Officer's Report

### The Site

The application site is the curtilage of Ballakilley Cottage, Bride. The existing property is a traditional two storey detached cottage, it has previously been extended to the side and rear of the property, the front elevation still remains fairly traditional. The application site is situated to the West of the A10, Ballakilley Close is to the rear of the application site.

### The Proposal

Proposed is the erection of a sunroom extension to the side elevation of the property. The sunroom would be constructed using a structural oak frame and would be glazed, the roof would be finished with natural slate to match the existing. The extension would have an area of approximately .

### Planning History

The following previous planning applications are considered relevant in the assessment of the current application:

## Development Plan Policies

The application site is within an "Area of High Landscape Value or Coastal Value and Scenic Significance" identified on the 1982 Development Plan. It is appropriate to consider Housing Policy 15 and Environment Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

Highways Division do not oppose as it has no traffic management, parking or road safety implications.
Drainage Division No objections Subject to the following condition:
There must be No discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Isle of Man Water \& Sewerage Authority, Drainage Division and the Sewerage Act 1999.
The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.

### Assessment

Given the nature of the application it is appropriate to consider Housing Policy 15 of the Strategic Plan, which states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than of the existing building in terms of floor space (measured externally)."

It is also appropriate to consider Environment Policy 2, which states:
"The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:
- (a) The development would not harm the character and quality of the landscape; or
- (b) The location for the development is essential."

The proposed sunroom extension would measure approximately  and would be constructed of a structural oak frame. It is considered that the proposed extension would not be detrimental to the character and appearance of the property, and would not adversely affect the amenities of local residents.

The proposed development would be partially screened by the existing hedging on the front boundary. Although the proposed extension would be partially visible from the public thoroughfare it is considered that that it would not be detrimental to the character and appearance of the property.

For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
