### Officer's Report

### The Site

The site is the footprint of an existing building situated to the rear of St. Mary's - a former church and now offices and Registered - RB 72. The application building lies to the south west of St. Mary's and is also alongside number 1, Queen Street - which has been converted with numbers 3 and 5 into 4 apartments and 2 maisonettes.

The application building is a former warehouse which has been converted into offices on each of the three floors (see Planning History). There is a projecting bay window on the seaward, southern elevation, which extends up to the first floor.

### Planning History

The site lies within an area designated on the Castletown Local Plan of 1990 and the draft Southern Area Plan which was published on 23rd October, 2009 as Mixed Use.

Planning applications have been submitted in respect of this site as follows:
PA 88/1143 - alterations to convert warehouse into dwelling - permitted
PA 89/4039 - approval in principle for conversion to office accommodation - permitted
PA 90/0380 - conversion of warehouse into office accommodation - permitted
PA 02/1871 - creation of bay window to side elevation - permitted

## The Proposal

Now proposed is the upward extension of the projecting bay to just below ridge level with a pitched roof to match the profile of the main roof. The space between windows will be finished in slate hanging to match that below.

### Representations

Castletown Commissioners indicate that they do not oppose the application.

### Assessment

The property lies within a Conservation Area but is not generally seen by the public other than those using the short footpath between the warehouse and 1, Queen Street and those using the foreshore to the south.

The proposal should be considered in respect of Planning Policy Statement 1/01 and Environment Policy 35 both of which require that development proposals preserve or enhance the property and the Area. In this case the existing bay projects up most of the rear gable and the proposal will increase this only slightly and provide a pitched roof which arguably looks better than the existing lean-to roof.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
