### Officer's Report

### The Site

The site is the immediate curtilage of Upper Scard - a residential property, alongside a number of outbuildings some of which have been converted to tourist accommodation, and a large field to the south east. The field is approximately 0.8 ha in size and is used for grazing.

Access to the site is from the A36 Sloc Road which lies approximately 800 m to the west, via a lane which by-passes another property - Lower Scard, which lies to the south west.

### Planning Status

The site lies within an area designated on the 1982p as Land Owned by the Government Forestry, Mines and Lands Board. On the draft Southern Area Plan which was published on 23rd October, 2009 the site lies within a wider area of Uplands and adjacent to an area of land owned by the Manx National Trust and open to ramblage.

### Planning History

Planning permission was granted for the conversion of a redundant barn into three tourist units under PA 04/1099. Subsequent to this, permission was sought and granted for the installation of a wind turbine and for the installation of patio doors and the creation of external landing and steps under PAs 04/1299 and 06/2106 respectively.

Proposed now is the extension of the property. The extension will be at the rear, replacing a small rear porch - 1.4 m by 2.5 m by an annex with stretches right across the rear elevation. The extension will project slightly further ( 1 m ) out than the existing porch. The property already has a flat roofed annex at the front which is 4 m by 4.5 m ( 18 sq m ) and the overall floor area of the original cottage was 110 sq m .

## Representations

Rushen Parish Commissioners and Highways and Traffic Division indicate that they do not oppose the application

### Assessment

The proposal should be considered in respect of Housing Policy 15 which states:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than  of the existing building in terms of floor space (measured externally)."

In this case the extension represents  of the original floor area which, in addition to the existing extension of , still results in the property being extended no more than  of the original floor area. The extension is on the rear and will not be seen by the public.

As such the application is considered to be acceptable.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
