### Officer's Report

#### The Site

The application site relates to the property known as High Bank, Knock Froy, Santon, a new replacement dwelling with attached garage and a stable block currently being constructed under the provisions of 09/00278/REM and 10/00776/B. To the south west of the site is the recently completed property known as Cronk Froy.

#### The Proposal

This application seeks approval for the re alignment of sod hedge to increase the width of the existing access and the installation of gate posts and pillars

#### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.

#### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

05/01366/B sought approval for the conversion of existing bungalow into a two storey dwelling with split level extension to provide sun lounge with garage under. This was refused at appeal.

06/00890/B sought approval for alterations and extensions to dwelling to provide additional living accommodation. This was permitted. 08/00820/B sought approval in principle to demolish existing dwelling and erection of detached dwelling. This was refused. 08/01241/A sought approval in principal to erect a replacement dwelling. This was approved at appeal. 09/00278/REM sought approval for reserved matters for the erection of a replacement dwelling with integral garage. This was permitted. 10/00776/B sought approval for the erection of a stable block with ancillary storage. This was permitted.

## Representations

The Highways Division does not oppose this application. Santon Commissioners have not commented on this application.

### Assessment

The driveway arrangement of High Bank and Cronk Froy are unusual in that the each have separated lanes which run parallel to one another. This close grouping acts to reduce their prominence however both lanes have narrow carriageways.

This proposal would widen the track which serves High Bank and would move the road eastwards slightly. This would result in the need to shift the sod hedge. The result would be an improved access to serve the property and a marginal increase in the separation between the two access routes.

It is judged that the visual impact of the proposal would be negligible once work is complete and the realigned hedge has become established.

For these reasons it is recommended that planning permission be granted for the proposed development.

### Recommendation

Permit.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Santon Commissioners
Accordingly the following parties are not granted Interested Party Status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
