### Officer's Report

#### The Site

The application site relates to the detached dwelling, The Elms, Main Road, Glen Vine which is situated on the north eastern side of the road, set back by approximately 20 metres.

#### The Proposal

This application seeks approval for the erection of a detached garage to the side of the dwelling. The proposal represents an amended scheme to that approved under 09/01669/B. The main changes are the inclusion of a home office within the eaves of the garage achievable through an increase in the height of the ridge of the previously approved garage. There would be an external staircase to the rear elevation of the building providing access to the first floor.

#### Planning Status

The application site is located within an area identified as being residential use by the 1982 development Order. Within the Isle of Man Strategic Plan the following are considered relevant:

## Planning History

The following previous planning application is considered relevant in the assessment and determination of this application:

06/01016/B sought approval for alterations and extensions to dwelling to form additional living accommodation. This was permitted. The applicant has set out that the scheme now proposed would supersede this.

09/01669/B sought approval for alterations, erection of extensions to dwelling house and detached garage. This was permitted.

### Representations

Marown Parish Commissioners do not object to this application. The Highways Division do not object to this application. The Drainage Division advises that there must be no discharge of surface water to the foul sewer.

### Assessment

The main issues to be assessed in the determination of this application are whether the proposal would result in adverse impact on either adjacent property or the surrounding area in general.

The building now proposed would be taller than that previously approved by some 0.65 metres. The building will be visible from the main road however whilst the building would appear taller than a typical garage, it would remain subordinate to the dwelling and is to be set back behind the front wall of the property reducing its prominence.

The garage is to be constructed 1.2 metres from the boundary shared with High Riggs and as such consideration must be given to whether the garage now proposed would have an adverse impact upon the amenity of that property.

A visit to the site and the rear garden of High Riggs revealed that whilst the garage now proposed would be taller than previously approved, it would not appear as a dominant or overbearing structure when viewed from the adjacent property. Existing boundary planting acts to screen the building whilst the lower level of the application prevents the height of the garage from being appreciated from the garden of High Riggs.

### Recommendation

Permit.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The following are not afforded Interested Party Status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
