### Officer's Report

### The Site

The application site represents the curtilage of 17 Stanley Road, Peel, a mid-terrace property situated on the southern side of the road.

### The Proposal

This application seeks approval for the installation of a replacement front door. The existing door is the original timber door which has a decorative frame above which is a fan light containing two vertical glazing bars. The door itself is a four panel timber door.

Proposed is the installation of a coloured uPVC door and frame. The door would be red and the frame would be white with a fan light above.

### Planning Status

The application site is located within an area identified as being mixed use by the Peel Local Plan. The site is located within the Peel Conservation Area and as such Environmental Policy 35 of the Isle of Man Strategic Plan is specifically relevant. This states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

## Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

88/00115/B sought approval for the insertion of a dormer window to the rear of the property. This was approved at appeal.

### Representations

Peel Town Commissioners recommend that this application be approved. The Highways Division does not object to this application.

### Assessment

The test set out by EP35 is whether a proposal for development within a conservation area would preserve or enhance the character of the area. Particular regard is to be given to special features which contribute to the surrounding area.

The existing front door is original to the property and represents a special feature that contributes to the character of the surrounding streetscene. In some cases, simple timber doors and frames can be replaced with close replicas that are constructed from uPVC with little discernible impact upon the character of the property or the wider area. However in the case of this particular front door, the intricate detailing of the surround would not be replicated by the proposed uPVC replacement. The development would represent the loss of an original special feature from the conservation area. A site visit revealed that the row of properties in the terrace have largely retained their original front doors. Two uPVC doors have been installed in the row. Firstly, No. 5 was approved under 08/02013/B and in this case the existing door was a non-original timber door and the replacement pvc door was judged to be more traditional in design and therefore complied with EP15. The other uPVC door is two housed up the road from the application site. No record of planning permission is held by the Planning Authority however it is possible that the door was installed prior to the area being designated as a conservation area.

It is recommended that this application be refused on the basis that the proposal would cause demonstrable harm to the character of the property, the streetscene and the wider conservation area.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Accordingly the following parties are not granted Interested Party Status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

R 1 . The replacement of the original timber front door and surround with a uPVC door and surround would represent the loss of a special feature that contributes to the character of the conservation area and would fail to either preserve or enhance the property, the streetscene or the wider area recognised as being of special interest.
