### Officer's Report

#### The Site

The application site relates to the curtilage of Holly Cottage, Cowells Terrace, Ramsey. The existing property is a two-storey cottage which adjoins Rose Cottage. The property is situated to the South East of Cowell's Terrace.

#### The Proposal

Proposed is the demolition of the existing porch. Also proposed is the installation of a replacement front door. The replacement door would be constructed of oak or hardwood.

#### Planning History

There are no previous planning applications relating to the application site.

#### Development Plan Policies

The application site is within an area zoned as "Predominantly Residential" identified on the Ramsey Local Plan 1998. It is appropriate to consider the relevant points from General Policy 2 of the Isle of Man Strategic Plan (20th June 2007).

## Assessment

Given the nature of the proposed development, it is appropriate to consider the relevant points from General Policy 2, which are:
"(c) does not affect adversely the character of the surrounding landscape or townscape;
- (g) does not affect adversely the amenity of local residents or the character of the locality."

The application seeks approval for the demolition of the front porch which is required in order to repair and re render the external walls.

The main issue to address is the impact of the proposed development on the character and appearance of the building and the street scene in general.

It is considered that the porch is not in keeping with the existing property, and does not enhance the character and appearance of the building, nor does it add character to the street scene.

It is judged that the removal of the porch would not have an adverse affect on the amenity of local residents, and it would not have a harmful impact on the character of the property.

The proposed door would be in keeping with the property, and is typical for this style of building. It is considered that the proposal would make a positive contribution to the character and appearance of the street scene.

For the above reasons the application is considered to be acceptable, and is recommended for approval.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
