### Officer's Report

#### The Site

The site represents the curtilage of Arbory Primary School together with the curtilage of an existing dwelling, Enveenidel and its garage. The site lies on the northern side of the A7 Main Road which links Ballabeg with Colby. The school has an existing car parking area to the west of the school building and which extends northwards behind the school alongside the school playing field which stretches behind existing residential property - School Cottage, The Glebe and Brook Cottage which front onto the Main Road.

Demolition has commenced on the existing dwelling and garage on site.

#### Planning Status

The site lies within an area designated on the Arbory and East Rushen Local Plan as Primary School with Enveenidel recognised as Residential. On the draft Southern Area Plan which was published on 7 September 2010 10/00944/B Page 1 of 4

23rd October, 2009 the school site is identified as Primary School, Enveenidel as Residential and a large stretch of land to the west of the existing school site is also identified as being within the settlement boundary.

At the present time the only land which the Department of Education and Children has purchased is the curtilage of the dwelling, Enveenidel.

### The Proposal

Proposed now is the creation of new parking through the demolition of Enveenidel and its garage. The new space will provide twenty two spaces, including a mini bus space and one space suitable for use by disabled persons. Access to the new parking area will be through the school site.

### Representations

Arbory Parish Commissioners initially objected to the application on the basis that it did not make provision for picking up and dropping off of children by parents and also shared the concern about the lack of screen planting.

However, following discussion with the applicant the Commissioners no longer object to the proposal but still express regret that the dropping off and picking up problem has not been fully addressed and that there may be a problem for pupil safety at the new entrance.

The Isle of Man Water and Sewerage Authority raise no objection subject to no surface water being discharged to the main foul sewer. The application states that surface water will be discharged to a new soakaway.

The owner of Strathallan objects to the application on the basis that the car park will result in light and noise nuisance, it will not alleviate the problem of parents parking on the road to drop off and collect children, the additional flood lighting is not necessary, there requires to be a change of use of the site from residential to education before the proposed works can be considered and the cost of the scheme must be "extortionate" for what is to result.

Highways and Traffic Division recommend approval as the scheme will provide "much needed" car parking and improved visibility.

### Assessment

The proposal is consistent with the provisions of the emerging Southern Area Plan and will provide much needed car parking provision for the school. The opportunity for increased landscaping is limited by the depth of the site which is just wide enough for the length of two vehicles plus 6 m between for manouevring.

The scheme could be much improved and could provide for dropping off and picking up although this would require additional space which is not available to the Department at the present time. The scheme will go towards providing additional parking spaces which should be welcomed. There are not

to be flood lights but two lamp posts which will not adversely affect either the appearance of the site which is to change considerably as a result of the proposed scheme, or from light pollution. The cost of the scheme is a matter for the applicant not a material planning concern.

Whilst the scheme would be better with landscaping, particularly alongside the road, the removal of the house and garage will open up the views through the site and even with parked vehicles and hard sufacing, the site will be more open.

Strathallan is some 70 m to the west and on the other side of the road and it is not considered that this property will be adversely affected by the proposal.

## Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

IOMWSA are a staturoty authority and should be afforded party status in this instance. Strathallan is some distance from the site and is not considered to be directly affected by the proposal and as such should not be afforded party status in this instance.

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
