To the north eastern side is an adjoining property, 8, The Crofts and to the south west is part of the curtilage of Crofton, a Registered Building. The application property is a traditional one with a series of attached mono-pitched extensions at the rear. ### Planning Status The site lies within Castletown's Conservation Area and within an area designated as Residential on the Castletown Local Plan of 1991 and the draft Southern Area Plan published on 23rd October, 2009. ### Planning History Replacement windows were approved under PA 02/0523. Proposed now is the replacement of part of the rear single storey annex with a flat roofed extension with a lantern light. The extension will project from the rear elevation by 5 m and in width will be the same as the existing side extension albeit with a slightly projecting base plinth. ## Representations The Isle of Man Water and Sewerage Authority request that percolation tests are undertaken as there are no existing surface water sewers in the area. Their response indicates that the application states that surface water is to be discharged to a soakaway. The form actually states that this is to be discharged to the mains system, not a soakaway and there is no reference to a soakaway on the plans. The proposed floor area is only marginally larger than the existing floor area and as such, the additional surface water to be discharged to the main sewer is considered acceptable and as such, the recommended condition, that surface water may not be discharged to the main sewer, is not recommended for inclusion. ### Assessment The proposal should be considered in respect of Environment Policy 35 which states: "Within Conservation Areas, the Department will permit only development which would preserve or enhance the character of appearance of the area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development". In this case, the proposed alterations are not publicly visible and will not adversely affect the amenities of those in adjacent property. The applicant has now submitted plans which are accurate and consistent. The proposal is considered to be acceptable. ### Party Status The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
