### Officer's Report

### The Site

The site represents the residential curtilage of an existing dwelling which is situated on the eastern side of Bay View Road, fronting onto Shore Road. The property is one of three terraced Manx cottages which are relatively unspoiled other than for a row of rooflights across the terrace which dominate the roofscape. The cottages front onto the harbour. Shore Road is part of the Raad ny Foillan long distance footpath.

### Planning Status

The site lies within an area designated on the Town and Country Planning (Development Plan) Order 1982 and draft Southern Area Plan which was published on 23rd October, 2009 as Residential.

PA 95/01402/A - Approval in principle for extension to dwelling, 1, Willow Cottages, Shore Road, Port St Mary. Status - Approved at Appeal 18th November 1996 PA 95/01707/B - Erection of a porch, 1, Willow Cottages, Shore Road, Port St Mary. Status - Permitted 11th June 1997 THE PROPOSAL Now proposed is the replacement of the existing sliding sash windows with new plastic framed sliding sashes, the illustrations provided indicate that the glazing pattern will be replicated externally to match the existing. All the windows are on the front elevation.

### Assessment

The property is a traditional one, albeit it slightly spoiled by the large rooflights. However, the proposed style of windows replicate the existing and are appropriate for the character and style of the building. The property lies within a proposed Conservation Area where such windows would be acceptable, under the provisions of Planning Circular 1/98 which talks about the opening style but not the material of the frame.

### Party Status

The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of replacement windows which are uPVC framed sliding sashes with external glazing bars as shown and described in the plan reference 25.1.10 and the brochure illustrations, all received on 15th April, 2010.

I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
