### Reason(S) For Refusal:

1. The site is not zoned for development and as such the proposal fails to comply with GP3, EP1, EP2 and HP4 of the Isle of Man Strategic Plan.
2. The proposed development would represent an unwarranted intrusion into the countryside to the detriment of the visual amenities of this location.

This decision was made by the Senior Planning Officer in accordance with the authority delegated to her under Article 3(13) of the Town and Country (Development Procedure) Order 2005.
