The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance. - Isle of Man Strategic Plan 20th June 2007 - Isle of Man Development Plan Order 1982 Due to the zoning of the site, and the nature of the proposed development, the following Planning Policies are relevant in the consideration of the application:- "Environment Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that: - (a) the development would not harm the character and quality of the landscape; or - (b) the location for the development is essential." "Energy Policy 4: Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out in this Plan. Installations involving wind, water and tide power will require the submission of an EIA." ## Planning History The previous planning applications are considered relevant in the assessment and determination of this application:- Erection of conservatory (to replace approved extension 99/1556) - 01/02093/B - APPROVED Extension to detached garage and creation of granny flat over - 00/00928/B - APPROVED Installation of roof light to dwelling - 98/02150/B - APPROVED Extension to dwelling - 99/01556/B - APPROVED ### Proposal This application seeks approval for the installation of a solar panel to the south-eastern elevation of the dwelling. ### Representations Maughold Commissioners:- "No concerns" The Authority has received no other privately written representations objecting to the application. ### Assessment The solar panel is to be installed on the south-eastern elevation of the property and would be fitted parallel to the roof line. The proposal would be visible from the adjacent public highway, however, would not result in a significant unacceptable visual impact upon public or private amenity. The panel would contribute to sustainable energy production in line with the Department's commitment through Energy Policy 4 of the Isle of Man Strategic Plan, to support the need to secure greater energy efficiency in existing developments. ### Recommendation Overall, for the reasons set out in this report, it is considered the proposal would comply with the relevant policies as indicated within the Isle of Man Strategic Plan, and therefore it is recommended that the application be approved.
