## Officer's Report

### The Site

The application site represents the curtilage of 6 Auckland Terrace Ramsey. The existing property is a three storey townhouse located in an area identified as Mixed Use Town Centre. The property is a Registered Building located on the North side of Parliament Street.

### The Proposal

Proposed is the installation of replacement railings and installation of gates to the front elevation of the property. The proposed railings would be approximately 1.5m in height from the base of the wall to the top of the railings. Both the railings and the gates would be wrought iron, and painted black. Also proposed is the installation of a garden light well and landscaping of the garden to the front of the property using a mixture of materials, including timber decking, sandstone and Indian stone. The glazed light well would have softwood timber framing.

### Planning History

The majority of previous applications for this site are for internal alterations, due to this current application being for external alterations, many of them were not of relevance, the following were considered relevant with regard to the current application:

The above application was refused at appeal. PA 95/00351/B Replacement of existing with PVC windows The above application was approved at appeal.

## Development Plan Policies

The application site is located in an area of Mixed Use Town Centre identified on the Ramsey Local Plan Order 1998. Due to its Registered Building status, it should be assessed against the appropriate policies, such as Environment Policy 32 and General Policy 2 from the Isle of Man Strategic Plan (20th June 2007)

### Consultations

Department of Transport Highways and Traffic Division do not oppose the application as it has no traffic management, parking or road safety implications. Ramsey Commissioners have no objection to the proposal.

### Assessment

Due to the location of the property, it is appropriate to consider Environment Policy 32 in the assessment of the proposal, the policy states: "Extensions or alterations to a Registered Building which would affect detrimentally its character as a building of special architectural or historic interest will not be permitted."

The proposal is considered not to have a detrimental effect on the character and quality of the building; rather it would enhance the front elevation of the property, the proposed railings would replace the existing with what would be a more traditional style and design.

In terms of public amenity and the impact on the townscape, relevant points from General Policy 2 should be considered:
- (c) does not affect adversely the character of the surrounding landscape of townscape;
- (g) does not affect adversely the amenity of local residents or the character of the locality.

The alterations and landscaping to the front elevation of the property would have a positive effect on the streetscape, and is considered not to adversely affect the amenity of local residents or the character of the locality.

For the above reasons the application is considered acceptable, and is recommended for approval.

### Conservation Officer'S Supplementary Report:

As the property is located within Auckland Terrace, Ramsey a Registered Building (RB 152), the content of this application has been considered with particular regard to Policy RB/5 ALTERATIONS AND EXTENSIONS as set out within Planning Policy Statement 1/01- Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

### The Proposal

Proposed is the installation of replacement railings and installation of gates to the front elevation of the property. Also proposed is the installation of a garden light well and landscaping of the garden to the front of the property using a mixture of materials, including timber decking, sandstone and Indian stone. The glazed light well would have softwood timber framing.

## Assessment

The existing railings are clearly not the originals and are instead, modern, possibly 170s/80s 'wrought iron'. Their removal and replacement with the proposed railings and gate, reintroduces detailing that is more in keeping with the age and character of the building and the terrace within which it sits and is therefore acceptable.

The installation of the landscaped garden to the frontage is considered to be an improvement over what exists and cannot be considered to detract from the setting of the Registered Building and is therefore acceptable. The addition of the glazed lantern, providing natural light to the existing Basement window is similarly acceptable as it is detail that can be found in similar instances in properties of this age, style and detailing.

In conclusion, these proposals are considered to enhance the character of the Registered Building and are therefore acceptable.

### Party Status

The Department of Transport and the Local Authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
