### Officer's Report

#### The Site

The application site comprises the curtilage of 70 Allan Street in Douglas. The property is a mid-terrace Victorian dwelling with two storeys plus habitable attic space with a dormer window. The front elevations of the properties in this terrace face directly onto the pavement. The site is not within a Conservation Area.

#### The Proposal

Proposed is the replacement of the existing 4 windows, door and fanlight on the front elevation with white PVC alternatives.

#### Planning History

There are no previous planning applications which are considered relevant in the assessment and determination of this application.

#### Development Plan Policies

In terms of local plan policy, the application site is located within an area designated as 'Predominantly Residential' in the Douglas Local Plan Order 1998 (Central Order). The site is not within a Conservation Area.

8. Policy

Replacement windows should preferably be the same as or similar to the originals in the pattern of the glazing bars. However, provided that the glazing pattern is retained, a more relaxed approach will be taken to the replacement of windows in such properties. Reasons for Policy: Many buildings fall within this category and although there is little in the way of restriction, the aim is to encourage simulation of the original glazing pattern and this will apply particularly to buildings which are part of a larger group, such as a terrace, where replacement windows, if carefully designed, may serve to enhance the overall appearance of the group.

### Assessment

The existing windows and door on the front elevation of this property are all in painted timber and are believed to be the originals. Because this property is not located within a Conservation Area, but is within a terrace of Victorian dwellings, it is important to assess this application with regard to other properties on the terrace. The properties along Allan Street contain a mixture of windows with various methods of opening, glazing patterns and materials. The most common type of window is PVC top opening casements divided 50/50 and these are now proposed in this current application. The proposed windows would be divided in a 50/50 style, reflecting the current sliding sashes, but with the loss of the central vertical glazing bars. On viewing other properties along the terrace, it is noted that there is no uniformity to the glazing pattern and so this proposed pattern is considered to be acceptable.

With regard to the proposed white PVC door and fanlight over, the door would have panelled inserts in a similar style to the timber door of the adjacent property. The fanlight above would be replaced in white PVC. From a site visit it was noted that other properties on Allan Street also have similar front doors and fanlights and therefore it is considered that this proposal would be satisfactory.

### Recommendation

For the above reasons, the proposal is considered acceptable and is recommended for approval.
